Not sure. I see these on so many houses in the Rochester, NY area. Full setups with couches, rugs, coffee tables, etc. They like chillin in the garage and watching what goes on in the neighborhood I guess.
no idea on the Western NY thing... seems odd, but i haven't spend much time out there. here in Eastern NY, i've never seen one.
