HDMI 1.4? That will only do 4K @ 30hz on an external monitor. I don't understand why Dell uses a 2009 spec when they didn't need to. (Actually, I do...save a few pennies).

The HDMI port is likely there just to offer some legacy support.
The laptop has 2x USB-C 3.2 Gen 2 ports with Display Port 1.4 if you want 4K120fps or 8K60fps

As do most most modern laptops that have the same USB-C with DisplayPort but also have a HDMI 2.1 port. To use those USB-C ports with an HDMI monitor requires a cable/adapter that does not come in the monitor box, and those converter cables are prone to failure not to mention are an additional cost. Choosing to use HDMI 1.4 over 2.1 is purely lazy and cost-cutting.
Most people won't realize their new laptop is the reason their 4K monitor looks like crap and will waste tons of time figuring out it's the port.
FWIW, Dell's own business model Optiplex desktops also come with HDMI 1.4 ports. I bought one along with 2 brand new Dell 27" 4K monitors for office use and was disappointed that I could only get 30hz on the monitor connected to the HDMI port. Since the micro-desktop only had 2 ports, I had to return it. Desktops don't have USB-C ports with display capability.

FWIW, even this much cheaper HP laptop has HDMI 2.1: https://slickdeals.net/f/19890426
