For IPS panels yes. Not for VA panels.

The opposite. VA panels have poor viewing angles (color shift, etc.) so to correct this, monitor makers tend to make the larger VA monitors curved to compensate. IPS panels look better from angle so they don't necessarily need to be curved and when they are, they tend to have less of a curve than VA panels.
