Not familiar with this line, but Creality filament has been fine for me in the past.

I have been printing with no-name brand PLA and PETG filaments since 2012, never had an issue, except probably 1 spool.No matter what material, keep your filaments dry and you will be good.

Yes, anything under $10 per kg is a good deal to me for PLA or PETG. Any of the others like ABS, ASA, PC, TPU, etc is unlikely to be had for less than $10 per kg.
