In the past, when I had some gift cards with some value on them (for example, one with $5 and another $2, I was able to combine them and buy a $7 footlong, but recently, it was removed or not working, so I can not use them against my purchase. I am not able to use them as part payment when I want to pay by credit card. Not useful at all!

I just successfully did this without issue. I purchased the gift card in this promo. Received it instantly, added it to my subway account, then transferred to full $25 value to a pre-existing default subway GC in my wallet that had a prior balance of $3+.

How did you do this? I am not able to use a gift card as part payment or add the balance of a gift card to another.
