Received empty plastic bubble bag, which was slightly open, probably it fell out somewhere in transit, had to call and get a refund, it is still marked as delivered though, doesn't the driver notice that there is nothing in that thin plastic bubble bags?

With FedEx, they document and take photos poorly mailed packages from sellers and deliver to customers if there are salvageable items.
The seller or customer can request for the information and verify.
