Community Reviews
This 67W three port Wegear GaN charger stands out for compact travel use and solid real world charging on laptops and phones. It is reported to work with Dell and Lenovo laptops, MacBook Pro, Chromebooks, and phones, with dynamic USB C power delivery visible in tester readings. The build feels well made, the foldable plug and smaller size help in a backpack, and the USB A port is labeled at 22.5W. Caveats are that PPS is missing, so some Samsung and Pixel devices may not reach full speed, and the USB C listing does not clearly spell out PD support.
The charger can work for charging a Dell laptop and may take about an hour from 65% to full.
The charger can negotiate USB-C voltages across multiple devices, including observed 19.9V and 15V outputs.
The USB-A port wattage is clearly labeled, which helps match expectations for accessory charging.
The charger can charge phones and a Lenovo laptop, and it can be functionally similar to a prior Ugreen 65W charger.
The charger may fail to deliver expected fast-charging performance for some phones because it lacks PPS support.
The charger may not support PD compatibility for some devices because the listing does not explicitly mention PD.
The charger may not provide the expected ~60W to a phone, even when it charges at Super Fast Charging 2.0 speed.
The charger may be rejected by devices during power negotiation, and some reviews report devices flashing a red light.

In theory it should work. Just try it out. If it doesn't work it's an easy return.
Technically do I need those 140w usb c cable or whatever or any sub c cable should work

I don't think you need a 140 cable. However that depends on how picky your laptop is. I don't think latitudes are known to be picky but I don't know.

I have used no name chargers for my multiple laptops for probably over 8 years. I have never had a laptop died on me. Lots of paranoia around here but you do you. There's no review of a damaged device as I can tell.
And yet no dead laptops. You underestimate a laptop's ability to negotiate power. But you do you. Why pay half the price when you pay double?
