Even though it says it's dead, code still seems to be working, but only on the white one. Brings the total down to $15.99

In theory it should work. Just try it out. If it doesn't work it's an easy return.

I don't think you need a 140 cable. However that depends on how picky your laptop is. I don't think latitudes are known to be picky but I don't know.

I have used no name chargers for my multiple laptops for probably over 8 years. I have never had a laptop died on me. Lots of paranoia around here but you do you. There's no review of a damaged device as I can tell.
And yet no dead laptops. You underestimate a laptop's ability to negotiate power. But you do you. Why pay half the price when you pay double?
