As long as the ETL mark on the particular product is not fake, then it is considered a guarantee that it meets the applicable UL standard.

From my perspective, a brand's overall quality can be well-estimated by their highest-capability products. For example, if there are no power banks above 22.5 W, then their USB power stuff is probably trashy and it's a "fake" brand. If they have a line of well-regarded highly-capable power banks, e.g., 140 W, then they've probably got some good lower-end stuff as well. INIU is definitely in the second category.

UL Mark is just the mark most people have heard about. Several other NRTLs certify products the same way to the same standard as UL, including but not limited to CSA, ETL/Intertek, TUV Rheinland, TUV SUD.

I personally would not consider that a general indicator applicable to all brands.

It is a brand that did have a power bank recall and survived the recall effecting around 210,000 units, so not a "fake" brand.
