Yes, this is a refill for the sprayer.
But if you mean refill using your own homemade solution, then yes also.
There are a lot of armchair experts on here that will give you all sorts of TikkyTokky tips that they inhaled from their home and cleaning influencers, but the truth is:
this mixture is optimally combined using components that hold the solution in suspension as opposed to homemade remedies that will settle and need to be remixed over time.
I make my own spray and foaming soaps at home, but I still find that buying these refills on promo or special sales are the best path since the mixture from factory just works so damn well.

Your explanation about components to hold the solution in suspension is puzzling, to me anyway. I use ready made cleaners that are already a fully mixed and suspended. They don't settle.
For those that want to try making their own I'll give you my best tip. Use the requisite dishwashing liquid, and try adding a concentrated cleaners or degreaser such as OdoBan or Oil Eater Orange. Both OdoBan and Oil Eater Orange use two of the primary chemicals in Dawn Powerwash. They are more concentrated, and much, much cheaper, and they are no more dangerous than Powerwash either.
2 - 4 oz of Dawn Ultra or other Ultra dishwashing liquid
2 - 4 oz OdoBan cleaner (choose your fragrance)

- Add 2 oz Dawn dish soap to the 2 oz = 19 mm mark
- Next, add 1 oz rubbing alcohol to the 3 oz = 26 mm mark
- Finally, add water to the 16 oz = 125 mm mark
If you have a 3D printer, you could take advantage of this stencil I designed & calibrated to the shape of the proprietary 16 oz bottle. Now you, too, could have an over-engineered volumetric Dawn Powerwash spray bottle 🤓
