Side note, I just can't figure out of non-waterproof kids can also use these.
Depends on the kid. For younger kids I wouldn't go higher than 8x. Frankly I would probably try to get a pair of 4-6x. The larger the magnification is the harder it's going to be for them to use the binoculars. For older kids who show genuine interest in using them, I would just jump to a real set of binoculars and skip the toys altogether.
