This is somewhere between 1hp (750W) - 3hp (2250W) which is more than enough to get a human up to 40mph on flat ground. I mean, 25hp could get a VW beetle up to 65mph.
Now will it do it quickly.....naaahhh. it will do it... eventually.

You take a 4300rpm 2000W dc motor and put a motorcycle gear ratio of 3.13:1 and those 20" tires will spin at around 85mph. It won't have the torque to do 85mph naturally, but if you put more ration 5.5:1 gearing with a top speed of 46mph, then 40mph on perfectly flat ground on a day with no wind is possible. After like 20 seconds. Maybe 30. But less than a minute.
