The GFCI own button will always trip, even if it's defective. That's why the building inspector always uses his own tester.

A typical test scenario would be kitchen counter outlets near a water source (sink) - generally a GFCI will protect one or more downstrean outlets, so this tester could be used to confirm that the downstream outlet (or outlets) are protected by the upstram GFCI.
Pressing the test button on the GFCI itself will indeed test that GFCI, but if downstream outels from that GFCI are supposed to be GFCI protected, this tester will confirm the GFCI protection downstream - it is possible that downstream outlets were miswired from the line side of the GFCI rather than the load side of the GFCI, in which case the GFCI won't trip when testing a downstrream outlet, requiring further investigation.
