Sort of. It's complicated. Speed-wise they are the same, but there are features/requirements that come with Thunderbolt 3/4 certification that doesn't come with USB4 and vice versa.

I compromised speed with a 5 ft. USB4 20 Gbps 240W cable for $10, regular price. Hagibis brand.
I still use the shorter 3 ft. 40 Gbps cable for NVME transfers.
