25% Efficiency? So is it a 100W panel that can only output 25W or a 400W panel that can only output 100W?

No, it converts 25% of the energy from the sunlight it receives. Sunlight is about 1000 watts per square meter on earth, varying with weather conditions. The panel should make 100 watts in full sunlight.

Lol. Efficiency is a % of the solar radiation that hits the earth, usually measured in watts per sq meter.
So this panel converted 25% of the solar radiance to electricity to 100W in ideal conditions.

Nothing can reach 100% that would mean the panel looks completely black and is cold to the touch

Ideally used with a MPPT controller or a power station with one built in + MC4 to XT60/XT60i cable.

You've received a couple of helpful clarifications already. This whole subject-matter can be incredibly confusing; so, I'd like to offer a "HS sophomore" level explanation.

[A.] Sunlight is made of photons, which carry electromagnetic energy.

A Joule (J) is a unit of energy, and a Watt is an energy flow rate (1W = 1J/s).
A 1W device operates at a defined power level of 1J/s.

[B.] A 100W solar panel's photovoltaic (PV) cells absorb sunlight and convert some of the photon electromagnetic energy into electrical energy.

The panel delivers the converted electrical energy to a controller, power‑management system, or operating device at 100J/s.

[C.] PV cells are not perfect absorbers. In fact, 25% is pretty good for a budget panel.

So, if 1000J of sunlight hit a m^2 solar panel in one second, it converts about 25% of the incoming sunlight energy -- around 250J -- into electrical energy.

The other 75%? Some is reflected away from the PV cell, other converts to heat, panel operating loss, etc.

Why does the panel have a rate (i.e., 100W)? Because every part of the panel as a system -- as well as the systems or devices receiving the converted power -- has designed-in limits on how fast energy can flow.

You can buy it 3 times, once per code. The other 2 only give you $4 off, but still a pretty good deal if you need a small wattage panel.

25% of the sunlight hitting it turns into electricity, most of the other 75% is turned into heat or reflected.
