The issue is not with how much you shop at Costco. You have to subscribe to emails from Costco at https://www.costco.com/u/-/email-sign-up

Also it won't send coupon right away after you sign-up. Have to wait until next pool.

Didn't cancel my giftcard purchase, but I haven't received them yet in my email, which is definitely troubling.
