The cherry picking is strong with you Wink
S25C steel is typically structural, I wouldn't use it for cutting/shearing if I were designing them for long life. It is, however, cheaper to manufacture and machine than typical tool steel so it makes sense for a wear-out item like bolt cutter blades. Most likely out last anyone who buys them other than for industrial use.

I don't have any in my closet but depending on how thick the material is you may be better off with tin snips or aviation shears.
