Red and Blue strobe? Yeah, that's not legal in a good portion of the USA because those are the colors the police use. You'll get a nice free pair of stainless steel bracelets for using them on the roadway, even if you're legit broken down.....seriously. Don't do it.

That's illegal if you're in a car or on the road but there's no illegality if you're just wandering around in foot right?

Eh, I'd be very careful about that. As in, you might need a really good lawyer with a detailed understanding of the local law's nuance. Remember, 50 states = 50 mini countries + county/city/municipalities, each with their own separate and sometimes conflicting laws. And be prepared for an expensive, protracted legal battle.

Because if a police officer wants to make the claim you were trying to impersonate a LEO with reds & blues, it doesn't matter if you were on-foot. You were "in public", near or on a roadway.

"A driver at night time can't always make that distinction" will be the argument they make.

There have recently been deals at this price with allegedly replaceable 18650s with allegedly larger capacity, so I'd vote no unless you really want this combination of form factor and feature set with mystery failure points in mystery emitter with mystery cells flavor (in which case it's obviously a steal, but might be even cheaper from a Chinese retailer without the Amazon tax.)
