I've had a hard top travel bag that I've used for years and have never been asked to sign a waiver
No, delta and American definitely do.
They made me agree to not be liable for damage...then they ripped the handle off the top; I complained and they reminded me I agreed to waive claims of damage.
I wasn't happy they destroyed my bag...but the clubs weren't damaged
I find it funny that they advertise it as "Tank Wheels" (what is that anyways?! Tanks don't have wheels) while showcasing some pretty basic plastic roller wheels.
Re soft body bags: most airlines waive liability for soft sided bags in their terms, you don't necessarily have to sign a waiver at the airport. I've never seen soft sided bags actually covered anywhere, but have never had a problem either as long as you pack it correctly.

FWIW, I've had two travel incidents with clubs and bags.
First I had a soft, padded travel bag. On a return flight the bag was badly torn and 5 clubs were broken. The airline disclaimed liability — only clubs in hard cases are covered— but I argued successfully that the airline destroyed the bag itself and then the contents, not just the clubs within the bag. I demanded video on the assumption that the bag was run over and dragged by baggage vehicles, not simply thrown about. They reimbursed a purchase of new clubs.
Not wanting to risk this again, I borrowed a hard case (full) from a friend. Next trip, the clubs were fine but the case handle was torn off. The airline reimbursed a new case purchase, with little fuss.
TLDR: fight any denied claim. You have little to lose. And small claims court is easier than you might think, if it comes to that.
they should post a pic of the club dividers, hard top but if the clubs are banging around inside whats the point? good price though for a rolling bag, cheapest where i live is $160

Did AI generate the product images? I'm starting to have my suspicions...
