Some jurisdiction's still broadcast police and EMT on non-encrypted non-channel hopping frequencies. Since these don't have broadcast capabilities, it's a safe bet for a police/EMT scanner if you live in one of those areas

Most systems in larger cities are trunked though, making this unsuitable for that (this is not a trunking scanner). You'll hear random bits and pieces of conversation.

A scanner such as this one is basic and can't follow many police/ems service conversations. It will let you listen to fixed frequency unencrypted stuff like ham radio, cb, frs, gmrs, airports, prisons, stores, race tracks, etc.

So this is an old school scanner? I thought most of the frequencies don't work any more with these.

This might be a slick deal like 20-30 years ago, not so much now as almost nobody uses analog anymore. If you wand to scan on the cheap, look into RTLSDR instead or save up a bit more for a digital scanner that supports trunking.

Most larger cities have gone to digital, frequency hopping, radios. My local county sheriff and EMT/fire are still on the old analog system, which this will receive.
