Paramount Plus Premium is the key to this 2 month, 99 cent promo, and the code works best through a browser checkout rather than the app. The Premium plan unlocks no ads and downloads, including whole seasons for offline viewing, while the code has also worked on canceled or returning accounts. At checkout page there's a tiny blue message that says have a promo code or something like that above the confirmation button. Select that and it appears a text field to paste the code into. Do that and it should show a new total amount and then subscribe.
I found pausing the app helps this while I use the webpage in a browser to complete the process of subscribing on a phone.
