First, you can check the details yourself in the account section after you login, it'll tell you when you were a member. And then you do the 18mo math.
Second, the sign up flow itself has a check, so when you apply the promo if Costco thinks you're not a "new" customer the checkout screen on the sign up flow will show you that.

Edit: nevermind, it does have those terms, nobody noted the actual terms here so i will, anyone have any experience in trying if you were an affiliate? Nothing special here then versus other offers:
