This board is good enough for 9950x and all other 170W top of the line CPUs.
If the next gen, Ryzen 9 10950X or 10950X3D or 10950X3D2 will still be about 170W TDP, this board will still do the work just fine.
The only down side is that B650 is a bit old. There is only PCIE 4.0 x16 for the GPU, not PCIE 5.0x16. In gaming FPS, the 4.0x16 is about 0%~3% slower than 5.0x16.
Another idea is to spent ~$19 more to get
GIGABYTE - B650 AORUS ELITE AX (Socket AM5) AMD B650 ATX DDR5 Wi-Fi 6E Motherboard - Black for $109. The same Best Buy open box excellent condition. This board offers a better VRM, even with 9950X full work load, the VRM doesn't heat up to 95 degree C or higher. In an open case testing condition, it's about 70~80 degree C.
Or would that be too slow?
Need a second gpu to use with lossless scaling.

Short answer(depending on the CPU), yes you can. If too slow, Best Buy allows return without a fee(check with Best Buy on this first, they change policy from time to time).
This board allows you to do 4 GPUs at least, it's just first one, the one that's closest to CPU is PCIE4.0 x 16, the other 3 are PCIE 3.0 x1.
In the Crypto mining world, x1 speed of all version is ok. Not an issue.
But in gaming, it's trickier. I never use 2nd GPU for lossless scaling, so I dont know much data is passing on or thro from one GPU to another.
If the speed is an issue, there are three M.2 slots on the board, the first one can do PCIE 5.0 x4 which is as fast as PCIE4.0x8. This means if your 2nd GPU supports PCIE5.0, it will be faster enough to do the lossless scaling. All you need is a M.2 to PCIE adapter.
Here is another thing I'd think about, the cost of buying an open box X870 MB is about the same or even cheaper than buy B650+M.2toPCIE adapter. Why buy B650 MB and go thro all the trouble? why not just go with X870.
note: The speed of PCIE5.0 x1 = PCIE4.0 x2 = PCIE3.0 x4
