To get playable performance with Goldeneye, the absolute lowest would be an H700 chipset device like the RG35xxPro or RG40XXH. You'll still encounter slowdowns and performance issues however, so I can't recommend it if N64 is the goal. I know there are devices just above this like the Miyoo Flip's RK3566 that can almost play all N64 at native resolution with full speed, but again, this is just barely too slow to be reliable. My Miyoo Flip v2 does an admirable job with most N64, but it's not perfect, and the sticks are tiny.
My own view is you need to go up to the $70 range to finally see handhelds that can indeed play all N64 at native resolution with more or less full speed. Those start with the Unisoc Tiger T618 chipset handhelds like the RG Vita, and the Mangmi Air X, which has a Snapdragon 662 SoC. The RG Vita and Mangmi Air X are both on sale for around $75-$90 as we speak on Aliexpress.
Make sure you use coupons to get the maximum deal. I think "15CROWN" ($15 off $80) may be the best for these two. If you have a new Aliexpress account, they often give you additional perks with the first few orders. I have a personalized $17 off $80 coupon for one of my new accounts that gets the out-the-door price for the RG Vita down to $77.35, and the Mangmi down to $89.39 after sales tax for each. YMMV.

I have not personally used a RG Vita, but reviews paint it as a device with a bad launch price that has finally come into a nice value range.
I do have a Mangmi Air X however, and love it. It's great for everything up to N64, Dreamcast and PSP, and even plays Xbox games fairly well with the recent HakuX emulator. You do need to install a custom driver to get that going, but there are tons of guides out there. I love the Mangmi's triggers, thumbsticks and buttons, and the screen is very nice. I always marvel at it being an under $100 device. I do believe it's a better handheld than the RG Vita.
Good luck! This is an addictive hobby. I can't stop buying handhelds, and find myself buying and selling them constantly as I love trying everything, lol. I sometimes feel like I get as much satisfaction setting these handhelds up as I do playing games on them.
