This CyberPowerPC build is framed as a strong high end gaming tower, with the Ryzen 7 9800X3D and RX 9070 XT driving most of the value. The parts list is treated as expensive on its own, with the graphics card, processor, memory, and motherboard adding up to roughly the asking price before the SSD and case. The liquid cooler and 32GB DDR5 also help separate it from cheaper configurations. The main caution is that GPU prices are rising, so waiting for a better deal may not pay off. A solid pick if you want a ready to go premium gaming system now.
Gamers who want a high-end desktop now, because the Ryzen 7 9800X3D and RX 9070 XT combination is being treated as strong gaming hardware and the price is argued to be justified by the parts.
Buyers comparing prebuilt desktops on total parts value, because the listed CPU, GPU, memory, and motherboard costs already add up to roughly the asking price before the SSD and case.
Players who want a liquid-cooled build, because this configuration includes a liquid cooler instead of a basic fan cooler.
People upgrading from an older gaming laptop, because this system is expected to be a major performance jump.
Shoppers waiting for a meaningfully cheaper GPU market, because prices are expected to rise and a better deal may not appear soon.
Buyers who want the latest parts at the lowest possible premium, because the savings versus buying the CPU separately are only about $200 to $250.
People trying to stretch a limited budget into 4K gaming, because the current parts pricing makes that target unrealistic.
Gamers who prioritize path tracing over AMD features, because the competing RTX 5070 Ti is described as better for path tracing while this build is framed as a wash overall.

Worst case hold out till BF/Cyber monday and return this if you find something better, but I think it's highly unlikely.

Microcenter is telling you it's over for the 5090, all listings are "not carried" except for the $10k ASUS ROG 20th anniversary edition. Best Buy doesn't have any to order.
5070 is going up $135, but it wouldn't be surprising if the board manufacturers double or triple that.
If someone needs something now, it might not be good to wait.

Specs when i Google don't seem too high, if you're near a microcenter maybe the AM5 7500x3d bundle at $400 if you can build (but has one 16gb dimm) or the (older AM4 at $299) 5600x3d with two 8gb dimms. But even the 9070XT has exploded in price, up to $900.
I recommend a top tier psu, I'd just start with a new RM850x, it can drive your cards in the future.
It's all bad for people with limited discretionary funds.
Maybe roll the dice for a 1060 6GB on fbmp, might be able to get for $75.
If you're looking to output at 4k, I don't think you can get it together for that price. 1080 might be achievable with a fbmp gpu.
