I guess I don't see the difference between "pre-engaged" and "in a relationship" unless he hypothetically asked if you'd marry him someday and you hypothetically said yes. Usually this is accompanied by a promise ring or some kind of token until the guy can afford an engagement ring.

Thanks slutsky. I was almost convinced it meant she was pre-engaged with me sexually but your post saved me the embarrassment of making my move.
its different bc we`ve basically planned our entire lives already down to what food we will buy and how many kids we will have..
