their arch nemesis:

where'd the TMNTs live:
April O'Neil.

The "rat" is Splinter. He was a pet of Hamato Yoshi, who was a human Sensei. Splinter was always a rat, though.

They have many nemeses, but you're probably referring to Shredder.

New York. The city.

Bonus question

Shredder mutated 2 gang members into animals to fight the turtles. What were their names and what animals were they?
Bebop and Rocksteady. They aren't part of "official" Turtle history though.

It's from that bastardized television program/video game/toy line.

Eastman and Laird were such sellouts!!!

April O'Neil

Bebop and Rocksteady, a warthog and a rhino.
Not surprised Frogstar knows some of these! Although it's a lot of the bastardized info!!!

I was prime age when the bastardized version hit, but never bought any of the original series (I was aware of it though). I knew a few people that played the RPG based on the original series.

That's a shame! It was probably one of the first modern comics I picked up reading after decades of not following any at all!

It was a good storyline. Original writing. Gritty for its day. Laird and Eastman both had a warped sense of humor like myself, so I enjoyed that aspect.

Their whole premise was a parody, and they pulled it off quite well!!

That was around the time I quit buying comics I think, having watched them go from a quarter to a dollar and beyond (all while I was still a kid!).

Oh, that's right... I didn't watch the Care Bears much.
I looked it up, and he does look kind of like Lurky from Rainbow Brite.
