USAA offers some of the best rates and perks on car rentals in my opinion. Especially for drivers who are 18 to 24, typically saves $25 to $30 per day. I have only used the Hertz discount and it's saved me a lot of money.
This might be YMMV for some as technically you are required to show proof of your USAA membership (debit card) upon getting the car. Just open a USAA Free Checking account (takes about 10 mins) and you are good to go.
Recently did a quote for a 3 month rental from the Denver Airport (going for an internship and am under 24) and they quoted me almost $3600 and with the USAA discount it dropped to $1800!
Have also gotten weekly rentals in Atlanta for about $119 to $125 a week for a full size.

Opening a Checking account is NOT necessary.
Call USAA - 1-800-531-8722 and ask them to create a membership number.
That's it. Register on the website. A print out of the Profile Page-with your name, address and membership number is ample proof for the rental agency.
Also- One needs to use one of their MAJOR products (such as insurance, investments etc) to be eligible for the Primary Liability Coverage. [pening a free checking account will NOT make you eligible for the Primary Liability Coverage. I have called and verified this.
Having a membership number will only let you use the discount code. that's it.
Calling to verify means nothing. Theres is nothing in the terms and conditions of the rental agreement that says you need to be use a MAJOR product to get the car rental insurance. CSR on the phone might confuse their real car rental insurance, vs the car rental insurance as part of the rental agreement.
Budget, Avis, and Enterprise only waive the underage fee for 21-24 year olds with USAA membership. Hertz is the only car rental company that waives the underage fee for 18-24 year olds.

I use USAA for rentals when I don't have time to find a good deal online. The extra coverage is really the biggest reason to use them. It's foolish to say that they have the best deal around. Often the rates are very similar to the regular company sites I use Avis and can speak from experience.

Just a note, I believe Hertz is the only one on the list that allows rental under 21 (18-20). I've been using this program for the past 2 years, the only issue I have ever encountered is at San Diego airport, where they wanted to see proof (and the debit card worked as proof).

No problem. I realize that everyone doesn't think it's a great deal. There might be other offers out that for people that are within the rental age limits but for me, this has been an extremely great deal! Saving up to $30 per day is a lot of cash!
