Call USAA - 1-800-531-8722 and ask them to create a membership number.
That's it. Register on the website. A print out of the Profile Page-with your name, address and membership number is ample proof for the rental agency.
Also- One needs to use one of their MAJOR products (such as insurance, investments etc) to be eligible for the Primary Liability Coverage. [pening a free checking account will NOT make you eligible for the Primary Liability Coverage. I have called and verified this.
Having a membership number will only let you use the discount code. that's it.
Calling to verify means nothing. Theres is nothing in the terms and conditions of the rental agreement that says you need to be use a MAJOR product to get the car rental insurance. CSR on the phone might confuse their real car rental insurance, vs the car rental insurance as part of the rental agreement.
Budget, Avis, and Enterprise only waive the underage fee for 21-24 year olds with USAA membership. Hertz is the only car rental company that waives the underage fee for 18-24 year olds.

I like our USAA accounts but I don't know that they are the "best". If she wasn't oversea's the credit union account would be the better option for the checking accounts.
Can't beat USAA on insurance and investment accounts though.

On a side note, their auto loan quotes are negotiable. I got quoted a higher rate (not sure why) and after speaking with a CSR on the phone, got them to match PenFed.
Oh, btw, I have used USAA's rates with Hertz many times and have never been asked to show proof of membership. And I paid with my non-USAA CC.
And then I know of one, who WAS asked (costco membership) and he didn't have a backup reservation, and ended up paying about $350 extra.
So I always recommend people to take proof of membership along...it doesn't hurt.

I have neither insurance nor any investments with USAA..and since I'm older than 25, I don't have to worry about that.
The reason why I love USAA is because it gives me the best rate. I am looking for a car in September and USAA beat Costco, AARP, AAA, BJs, and about 4-5 other discount codes (through various airlines etc).
Though I realize that this is pretty much hit and miss. USAA gives crap rates to many. But then again, if finding a good rate was that easy, most threads would be one page long.

Unfortunately for me, the ONLY rental agency showing me decent rates is Budget. Hertz,Enterprise,Avis are all atleast $100 to $200 more!
I have "Fast track" with Budget, which should also let me bypass the line...but apparently since I've never rented through them before,according to the CSR, I am going to have to go in and stand in line anyway, to show them my ID etc.

Also, lately they've been bumping me up at least 1-2 car classes higher. I got some "green" Camry Hybrid last time, and the time before that I got an SUV (definitely not green...). I almost always pick "full size".

The last time I rented from Hertz in TN, where they upgraded me to an SUV (some Jeep one, forget the model), I drove by the Gold Choice lot on my way out. The cars were definitely nice - certainly an upgrade over a normal compact/intermediate. I believe there was even a Mustang in the lot, which I believe is normally one of their "premium sports" models. But they had some other SUVs and full size cars too. Since I was happy with the Jeep, and only staying a couple days - and my driving was limited from the airport to the hotel and back - I didn't look too carefully. I need to next time though.
When we went to Maui, for pleasure, I rented with Hertz and requested a full-size. They upgraded me to a Lincoln Towncar, which is actually a "luxury" model for them. Well, that was nice and all, except:
1) I'm not in the mafia.
2) I'm not a senior citizen
3) I was in Maui, where the roads are very small, and most of the parking spots are about 50% smaller then what we get in the mainland US. It drove great and was like driving an expensive couch, and we could fit about 5 bodies in the trunk, but it was a little much. I tried swapping it out for one of the comparable cars in it's class, but they wanted me to pay the difference if I did, which sucked. I looked into getting a Jeep Wrangler (which is a special class only available in certain more vacationy locations), but it was way too expensive. They had BMW X5s, but they wanted like $400/day - F*CK THAT.
We kept the Towncar
