If I need to spend that much, I'll just space it out
I don't expect more than a 10% employee discount anywhere these days.
Some clothing stores offer a generous discount - like 45%, but you also have to dress head to toe in their gear.

and tons of other excuses. Sorry, but I think I've heard most of them, more than once.

We spent tens of thousands of dollars to have a professional come in and evaluate the department (hundred of people) and suggest what we need to do to change. After months of evaluation she told us all everything that I had put in a presentation to my boss before the professional ever came in. After her presentation I told him I wanted to take the reigns and make it happen. He thanked me. That was 6 months ago, and he's decided to do nothing about my/her suggestions.
The Highly Paid Consultant.
He comes in, asks everyone that works there what the solution is, writes it up, gives it to Boss and collects his fee.
