Chances are that your eustachian tubes are plugged at the throat end, since you have mentioned that you have quite a bit of phlegm. I understand that you aren't big on medicines, but this is what guaifenesin [wikipedia.org] is very effective for. Just remember to drink a glass or two of water with each dose.

Just in case your plugged feeling is from earwax, here [wikipedia.org]is some advice on how to deal with it.
