If he feels "complicit" then he should become more active in legislation. Just not sure what a celebrity meeting with a ruthless drug lord has to do with making the world a better place.

He wanted to do the "cowboy" thing, and probably was delusional enough to think he was in a movie. I don't think he's delusional any more.
