Discover Promotional 0% APR 12 months for Current Card Holders! YMMV.

Hey everyone, Happy New Year and 2017 to all!
So my sister who also has Discover CC called Discover to see if she can lower her APR % only for Discover rep to offer promotional 0% APR for next 12 months instead! She took that instead and texted me about it.
I called Discover, got transferred to "APR specialist", asked about lower APR and they offered the same promotional 12 months 0% APR effective tomorrow!
Both my sister and I previously had 1-year 0% APR when we first got the card, also got a promotional year 0% APR 2 years ago when Discover was making changes had a big SD thread about and now we got 0% APR again for a whole year!!
Why don't any other current Discover holders on SD give a call too? The phone # is on back of your Discover card.

Note: 0% APR is only good for new purchases so any current balance will still hold the old APR %, meaning if you had $200 balance currently, make $100 new purchases (so balance is now $300) and pay off minimum payment of $20-$100, the payment will go to the new purchases, not old one. This means the old $200 balance will still factor the old APR %. So I recommend once you get 0% APR offer to pay off your current existing balance before making new purchases so old APR won't affect your balances.
Note #2: You can also chat with Discover rep online for promotional 0% APR. Several SDers over the thread had reported success with chat! But not everyone is eligible and may take multiple tries. YMMV.
Note 3: I noticed based on reading the thread that if you already have the lowest APR % possible (11.24% for Discover IT card), Discover will not give you this promotional 0% APR nor even bother to transfer to APR specialist to help. That might be one of common denied reasons among those who couldn't get it. If you also recently asked and got lower APR % last 6 months, that is another common denied reasons according to people in the thread. But even if either may be case, it does not hurt to ask for 0% APR as you may be lucky and most Discover card holders on this thread got the 0% APR with first try or few attempts.

Based on some comments and readings on this thread, seems like there are 2 common denied reasons why Discover won't give you 0% promotional APR.
1. You already have the lowest APR % possible on Discover (11.24% for Discover IT) so no APR promotions available since you cannot ask for lower APR. They won't even bother transferring you to an "APR specialist."
2. You recently asked for lower APR or had some other promotions past 6 months. Since you can ask lower APR every 6 months, there's most likely some cooldown time on when you can attempt to ask promotions again so you will get denied.
But even if either may be case, it does not hurt to ask for 0% APR as you may be lucky and most Discover card holders on this thread got the 0% APR with first try or few attempts.
People don't pay off their cards at the end of the month!?
Because if you have a 0% APR, it makes absolutely no sense to pay off the card when you can invest that money over time. It literally costs you nothing every month to borrow that money. 12 months of whatever you spend can potentially get you a nice chunk of change when you put it into the stock market.
The problem is when people with no plan and no self-control get ahold of the cards and spend rampantly, then run into trouble at the end of the 12 month period.
I just called and they declined me saying they didn't have a promotional offer and they can't backtrack to go to 0% APR and that it would have to be a direct promotion from them. I have a discover IT card.
