Thrustmaster is generally preferred over Logitech at the respective price points. Any of these should do fine as a starter PC racing wheel for Project Cars, iRacing, Assetto Corsa, or rFactor. The best "budget" wheel is the Thrustmaster t300rs at $350. Fanatec is what you want if you are really serious at $700+.
I own the Logitech G27 from the front-page post I made last year and it's still going but would recommend the Thrustmaster wheels if you were looking for something right now. especially the t300rs.

Bought it for $130 + tax (about the same price as this deal) from Microsoft store on Black Friday. This is my only wheel, so I cannot compare it with other brands. I like it a lot and it is perfect for a casual gamer.
I bought this a few months ago for $130 from microsoft store. I'm not into racing games enough to spend $300+, but didn't want a bottom of the barrel one either. This is great for the money and tons of fun. I've used it with horizon 3 on both pc and xbox one. The force feedback is far superior on xbox, and makes for an awesome experience. I did build a stand for it rather than buying one, which helps a ton also. You can get the wheel right where you want it but just as importantly, you can screw the pedals in from the bottom as well, so they don't slide around.
The only other one I've used extensively is the old xbox 360 microsoft one, which was much cheaper and not even in the same ballpark in terms of quality. This one won't compare to one costing 2-3 times as much but it's perfect for a casual user, or really anyone skeptical of getting into this sort of game.
