I've never used a wheel cleaner that worked this way, all require agitation on wheels heavily covered in brake dust.

I strongly recommend S100 total cycle cleaner. It is used to clean motorcycles, so you know for sure it is safe on your wheels. they also make a wheel cleaner, but I found the cycle cleaner works...

in many cases where wheel cleaners don't work, it's because of brake dust. A dedicated iron removal agent is the key to making your wheels look good. look into Iron-X or similar brake dust removal...

generally they all work. They all require scrubbing or a pressure wash, some just requires more effort than others. The best wheel cleaner I've used is sonax, but it's pricey.
