I drink matcha every day and the lowest quality I'd go is organic Domatcha Summer/Second Harvest. $9 for 3 oz has me running. You simply can't get good matcha at that price.

A bamboo whisk is traditional, but you can definitely just use a regular spoon. A whisk is handy to prevent lumping, but it is not necessary at all.
