You don't need to get to $100. They'll give you the $15 credit for being close. So $99.99 is ok.

Does the $100 have to be on 1 transaction? Also the deal says you have to "spend $100 with PSN wallet" so if I were to get destiny 2 for $99.99 plus tax would that technically count as spending...

You have to spend the amount before the expiration. You could have $100 in your psn wallet right now, but youd have to purchase $100 from the wallet to get the $15 back

Works on pre-orders. You pay those upfront, which is why you can't cancel them either. All that needs to happen is $100 from the wallet needs to disappear before the deal date ends.
