I can confirm that it doesn't work with the car off in my Merc. You can find a direct power source elsewhere though that's powered when the car is off like a dome light.

Micro, the fact that it isn't 12v is sort of annyoing, but it's easy enough to convert 12v to 5v for direct wire.

You'd need a converter, or you can take apart the car charger and use that. If you don't have basic electrical tools though, (DMM, soldering iron, wire etc.) I wouldn't try the latter.
