New tires are always supposed to go on the rear because if you lose control in a turn or when braking the rear won't slide as much. And understeer is generally a lot easier to control than...

Me too for my Prius. The 195/60r15 is super close within 3% in total circumference so you'd be fine with that. I ordered 4 for under $150. It will only throw your speed off by 3% (will read faster).

is there a specific reason why you only want to replace two tires? if you absolutely need to then make sure they go on the rear axle.

The ascend is made in the USA last I checked. All you have to do is check the sidewall on your tire to find out where it is made.
