Is the rust is showing up on the outward facing side of the pool...as these have the pool liner on the inside of the metal...? (It's been 40 years since I was in one of our above ground pools)

yeah probably at the ends of the sheet/parts (e.g. cut ends). Coating all metal surfaces (with the exception of the pretty outside, except for the joints) seems like an easy "no harm" thing to do.
