Some are pretty low 20ms total lag If you do some research many do very well. For 99% that's good enough most 5ms /1ms is not telling you the actual imput time just response not directly comparable.

between these two, samsung > LG samsung has RGB pixels, so better image quality. LG has RGBW-shared. Both have similar brightness. Both are PLS/IPS type panels. advantage: samsung.

I don't think any of the lower end samsung are 10 bit panels. They are 8 bits with dithering. I have a KU6300 and a KU7500 and both are 8 bits.
