A couple of the tech guys on you tube did a video on this topic and yeah the 1060/580 is about the max you would want to pair with a R3 1200/1300X before you start bottlenecking the gpu so any faster...

The R3 lineup can run up to GTX 1070/VEGA 56 performance levels. Don't believe me check out Hardware Unboxed or Tech Spot. The Pentium G will bottleneck above 1060/580.

You'll see some good web performance improvement but probably not videos. Videos would get accelerated by your graphics card and won't use much of your CPU. R9 270 should be fine. May it is a driver...

I have been using 1800x for 64 POE 3MP cameras and CPU is on just 30% load for recording on internal 8x8TB drives. What an amazing job AMD has done on these processors.
