Yes, I just used it to buy Rocket League last night. Tax takes it to $21.xx so it’s over $20. The discount did not show up in eShop, it showed up later in my purchase email from PayPal.

I think only valid on the site and eShop for digital games, since you can't even buy gift cards/eShop credit online. You can only purchase eShop GCs at retailers.
