Shouldn't make any difference as the interface is the same. It will use resistors that can support 220v, so anything lower than that including 110v will work fine.

It's possible that either they are on different breakers, or the feeder line is branched (i.e. a Y) such that the outlets are not downstream from each other. Or all of the above.

These are cheap imitations of the Snap Power plates. Spend the extra money on the ETL certified ones. I don't trust any of the knockoffs from eBay. I have 3 of the snap power in my home and they work...
