Noctua fans are awesome- they are so, so quiet. If you have the pins to fit them, definitely pick them up. I have a crypto miner rig full of them and the wife doesn't even know it's on!

Remember, by doing this you split the power output. In otherwords, they may never ramp up to full speed since the board only supports so many amps on that PWM port.

Nah, your computer sounds fairly quiet. I wouldn't bother spending more money unless you need extra cooling fans in general. Otherwise, save your money :)

Doubtful. It would be best to just replace the cpu cooler completely. Noctua makes some nice coolers. I run the NH-U12S SE-AM4 and it does great.
