Always, always, always, use a factor of safety of at least 2x. I typically go 5x. Engineered structures go upwards of 10x. Don't hang a 19# picture using 20# of hanger capacity.

Trash. Strength depends solely on the adhesion of the paint to the drywall. Use drywall hooks. They have a minimal hole size (basically like a thumb tack) and hold a ton of weight.
