The same thing happened to me. Had the same result when talking to Google. My box was huge and one of the packs of stamps fell out as I was taking it inside the house.

i was shocked when i opened such big box and found a tiny packet of stamps taped on the bottom. the people whom packed the stamps should be fired, waste of material and shipping fee.
