Not directly without a hub, you need an Echo Plus or one of the compatible hubs. I have my Echo Dot hooked up to a urlhasbeenblocked hub and it works great.

Yes that would work. You connect the bulbs to SmartThings and enable SmartThings within Google Home, that would allow Google to control a lot of what SmartThings can control, but with voice command.
