Yes. Not unusual since people use VPNs and other proxies in abusive ways, to get around bans, etc.

I used a vpn and the site came up. When I turn it off it stops working again.

Due to unusual activity your IP in a penalty box. Could be a configuration issue on their side or you did something to trigger alert.

Try changing the DNS on your router to google 8.8.8.8 or Quad9 (9.9.9.9)
