Can (possible) and does (will) are two completely different things. Having more vram on a better gpu will avoid the stutter. Gamers are not going around with 1tb or 2tb ssds as a requirement.

I have an i5-7400 CPU and have yet to see it maxed out for anything I personally play @ 1080p. Mostly play Fortnite, PUBG, Overwatch, LoL, CS:GO etc etc. I see the GPU maxed out however (RX 480 4gb).
